Senegal emerged first in Group V (a) from Africa with 138 points followed by Madagascar Tanzania Zambia Cote d’Ivoire and Niger Senegalese News Agency (APS) reported on Wednesday. The executive council elected by the general assembly is one of the three constitutional organs of UNESC along side the general assembly and the secretariat. It is made up of 58 member states and has a four-year mandate with each member state appointing a representative who is usually a minister for culture and national heritage. The executive council review UNESC’s working program as well as the corresponding budgetary estimates while ensuring efficient and rational implementation of the director general’s program.

"It is urgent to review this injustice against Africa by allocating it a permanent seat in the UN Security Council with all the prerogatives that go with it" said Djibo Leity Ka Senegalese Environment Minister during celebrations Wednesday to mark the 62th UN anniversary. The world is faced with "unique challenges which calls for reforms within the UN" he said. Among the challenges facing Africa are those related to terrorism increasing drug trafficking and climatic changes the minister said adding that world peace and security must be closely monitored at all times. The minister’s appeal was supported by the United Nations Development Program representative in Senegal Bouri Jean Victor Sanhouidi who expressed regret that Africa has yet to get a permanent UN security council seat in 2007.

In July 50 perished after their boat capsized near the island of Tenerife. The Spanish government last month launched an advertising campaign in the west African state of Senegal designed to encourage would-be illegal immigrants to stay put and not make the hazardous trip to Spain. But Spain fears that increased surveillance measures in Senegal Morocco and Mauritania are now forcing traffickers to operate further south notably in Guinea using bigger boats capable of making the longer journey. Spain’s intelligence chief Alberto Saiz Thursday warned of a new wave of immigrants from Guinea. He told journalists that many old fishing boats that had reached the end of their natural lives may be used to transport illegal immigrants. Saiz was reacting to a report in the Spanish newspaper El Pais Thursday that said Spanish intelligence authorities are already watching about 50 such boats in the Guinean capital of Conakry. It said a journey between Guinea and the Canary Islands was too long for the small motor boats normally employed.
